藏書票起源於15世紀中期的德國，歷史比郵票早約三百年，是享譽世界的經典藝術瑰寶。

1966年7月28日，國際藏書票聯盟正式誕生，開啟全球藏書票文化專業化發展新篇章。

20世紀初，藏書票文化傳入中國；1913年，《圖解法文百科辭典》中發現「關祖章藏書」書票，成為中國藏書票文化重要起點。

1984年3月16日，中國藏書票藝委會在北京正式成立。

1987年，中國正式加入國際藏書票聯盟，與世界全面接軌。

2013年3月，知名收藏家馬未都先生公開宣佈，在海外蒐集大量珍貴藏書票，並計劃在國內建設專題館藏，推動文化普及與傳承。

Mr. Zhong Fuquan is a senior entrepreneur, international cultural exchange envoy, public welfare activist, and Founding President of the World Ex-libris Federation.

He currently serves as Vice Chairman of Hong Kong China Education Foundation, Chairman of Beijing Guangcai Great Wall Investment Co., Ltd., Founding Partner of Kaixing Capital Group, Chairman of Panda (Global) Group Co., Ltd.

He also holds important positions including Vice President of Contemporary Art Committee of China Collectors Association, Visiting Scholar at Lingnan University, Senior Research Fellow of UN and International Organizations.
